City of Kenosha Launches Massive Downtown Redevelopment RFP

The City of Kenosha has issued a significant Request for Proposals (RFP) for a transformative downtown redevelopment project aimed at revitalizing the city’s core. This ambitious initiative seeks to attract experienced and well-funded development partners capable of executing a large-scale, multi-use project that would dramatically reshape downtown Kenosha. The proposed plans include the construction of a new city hall, a performing arts center, a new park, and hundreds of new residential units, creating a vibrant and dynamic downtown district.

The RFP is the result of a six-year comprehensive downtown development plan, spearheaded by Jeff Labahn, Director of the Department of Community Development and Inspections. Labahn emphasized that while the images released with the announcement represent a vision for what the downtown area could become, they are not set in stone. Instead, they serve as a guide to inspire and inform potential development partners of the city’s aspirations. The targeted redevelopment area spans eight blocks and approximately 25 acres, much of which is currently vacant or underutilized.

Key elements of the proposal include replacing the aging Municipal Building with a new park, framed by high-rise residential and commercial buildings. This park, envisioned as a central gathering space, would be anchored by a state-of-the-art performing arts center that would face Sheridan Road. Additionally, the new city hall would be constructed just east of the courthouse, a location that has long been considered ideal for municipal offices. The integration of these elements aims to create a cohesive and thriving downtown environment that blends public spaces, cultural attractions, and new housing opportunities.

The city’s decision to issue the RFP now is driven by strong interest from developers and positive feedback received during the International Conference on Shopping Centers in Las Vegas earlier this year, where Kenosha officials presented their downtown redevelopment vision. Mayor John Antaramian hinted at recent progress in these plans, stating with a smile earlier this week, “Now that’s starting to get interesting,” when asked about movement on replacing the Municipal Building.

The project represents a tremendous opportunity for commercial real estate agents in Kenosha and beyond, as well as for potential development partners seeking to make a lasting impact on the community.
